Why is this Spanish paradise empty?

I'm in the Mar Menor region of southeast Spain, visiting a housing estate (urbanization) called "Seahorse." It’s a beautiful Sunday in June, 28°C, and normally, these beaches should be packed with people. Instead, it feels like a ghost town.
